On March 13, in commemoration of the 32nd anniversary of United States' approval of the Nuclear Non-Proliferation Treaty, two men delivered a formal 82-page complaint to Ashland County, Wisconsin, and its Sheriff's Department. The complaint alleges that the Navy's Project ELF facility near Clam Lake operates in violation of the 1968 Treaty and Wisc. Statutes 832.113 and 939.22, prohibiting public nuisances and criminal gangs. The complaint asked that the Sheriff's Department and the Ashland County District Attorney investigate and prosecute the commission of a criminal conspiracy to commit mass destruction with nuclear weapons.

Upon delivery of the complaint, John Heid, of Duluth, Minnesota and John LaForge, of Luck, Wisconsin were, as expected, taken into custody by Ashland County deputies on warrants for nonpayment of fines resulting from previous protests at the ELF transmitter.

The two expect to be released May 12, after serving 60-day sentences.

The Ashland County District Attorney wrote a two sentence reply later that day. "I have reviewed the documents which you provided to us. I see no basis for a criminal prosecution and so, therefore, I am returning the documents to you."

On March 27 in Ashland County District Court, Jane Wright from Toronto and Matthew Guynn of Indiana were found guilty of trespass last January at Project ELF, and fined $212. They have 90 days to pay.
